About the draft of new bill of Iran's water law

The draft of Iran’s new water law has recently been released by the Ministry of Energy for reviewing and further examination of the draft by experts and public opinions. The bill will soon to be sent to Parliament for approval. This editorial note proposes a concise summary of the 78 comments posted on the Ministry of Energy Website, commented in the country's newspapers as well as viewed by virtual groups of professionals, specialists and academicians long engaged in the water industry. In this note all comments and responses have been divided into three categories: positive standpoints, raising questions, and theoretical criticisms. Regardless of their differences, these views have emphasized on the need for investigation, analyzing and assessing the causes of the unsuccessful implementation of the previous law before taking any action. Commentators widely emphasize on the need for a multidimensional approach to water management including managements of water supply diversification, water use and control, water demands and consumption, and moreover, clarification of strategies for desired changes in water governance. Almost all views make strong recommendations for a profound analysis and evaluation of the structure of the bill. Finally, the writer concludes that since the current government term will end within a few months, it would be wise and rational to postpone the implementation of the new regulation until after the formation of the new cabinet. This will provide a sufficient time for experts and professional to review, evaluate and examine all raised questions and address the issues and the matters of concerns.
